When can Regovant be your FSVP importer?
FDA's rule decides who the FSVP importer is. It's the U.S. owner or consignee of the food when it enters the U.S. Only if there is none can a U.S. agent or representative of the foreign owner take the role, with the owner's written consent.
- Regovant can be your FSVP importer if you are a foreign company that still owns the food when it enters the U.S. A common example is a foreign seller shipping its own stock to Amazon FBA warehouses.
- Regovant can't take the role if a U.S. company buys the food before or at entry. That company is the FSVP importer. We can still prepare its FSVP.
Foods we accept
We act as FSVP importer for packaged, lower-risk products where supplier records and certifications are enough to verify safety, for example:
- Snacks, confectionery, biscuits and dried fruit
- Tea, coffee, spices and dry ingredients
- Dietary supplements in finished form
We don't take on foods whose serious hazards are controlled by the supplier and normally need an onsite audit, such as low-acid canned or acidified foods, refrigerated ready-to-eat foods, fresh-cut produce, sprouts and infant formula. We'll tell you after reviewing your products, before you pay for the importer service.
What we do as your FSVP importer
- Prepare and keep your written FSVP, signed off by an FSPCA-trained Qualified Individual
- Evaluate and approve your supplier from its certifications, audit reports and records
- Give our FSVP importer name, email and D-U-N-S number to your customs broker for each entry
- Answer FDA requests for FSVP records
- Review new information, such as recalls or import alerts, about your supplier and products
- Reevaluate your supplier at least every three years, included in the service
What we need from you
- Written consent naming Regovant as your FSVP importer
- Your supplier's FDA registration, food safety certificates and recent audit report
- Product specifications and labels
- Notice before you change supplier, recipe or product
If a supplier stops meeting the requirements, we must pause our role for that supplier until it's fixed, as FDA requires.

Questions
Is the FSVP importer the same as the importer of record?
No. The importer of record handles customs entry, duties and the customs bond. The FSVP importer is responsible under FDA's food safety rules. Customs clearance, duties and bonds stay with your broker or courier.
Do I still need my supplier to be FDA-registered?
Yes. The facility that makes the food must have a valid FDA food facility registration. We can register it if needed.
Does Prior Notice come with this service?
No, Prior Notice is filed for each shipment. Your broker or courier may file it, or we can file it for $25.
